Cowan City Hall & City Government
Cowan is governed by an elected Mayor and Board of Alderman. The Cowan City Council meets on the second Tuesday of each month, 7:00 p.m. at Cowan City Hall.
Cowan City Hall is located at 301 Cumberland Street East in the James Henry Hawkins Memorial Building. House are Monday through Friday, 8:00 a.m. to 4:00 p.m. Closed from 12 to 12:30 p.m..

Cowan Branch Library is located in the Cowan Welcome Center and features a 1,600 volume collection of novels, children's books, biographies, history books, and helpful resources.

Cowan Organizations
Cowan Commercial Club: one of Tennessee's oldest civic organizations. Founded in the year 1922, Commercial Club works to promote a more cohesive community with a healthier local economy. Call Judy Wiltze, President, at 962-3223 or click here to send an e-mail.
Cowan Ministerial Association: historic organization that brings together churches and pastors in the greater Cowan community to glorify Jesus Christ, promote Christian fellowship among the various congregations, and reach out to the community with God's love and mercy.
Franklin County Arts Guild: organization of local artists and supportive members who are interested in promoting fine arts and crafts in Franklin County, Tennessee and surrounding area. The primary focus is on advancing and providing arts education and awareness for the youth and the general public and in actively seeking venues for local artists to exhibit, showcase, and sell their works. Society for Promoting Christian Knowledge: oldest Anglican missionary agency in the World! Tennessee Association of Railroad Passengers: founded in 1979 to promote the preservation and expansion of passenger rail service in the Volunteer State. The organization's administrative office is in Cowan.

Cowan Board of Public Utilities:
Provider of public water and sewer services in and around the corporation of Cowan, Tenn.
All service requests are handled through the clerk's office at Cowan City Hall, 302 E. Cumberland Street, 967-7318.
Bills are due on the 15th of each month and can be paid in person during regular business hours at Cowan City Hall or by mail at PO Box 145, Cowan, TN 37318.
After hours, bills can be placed in the night depository to the right of the front door of City Hall.

Bills are due on the 5th of each month and can be paid at Franklin County United Bank's Cowan office.
Automatic payment by bank draft can be arranged by visiting a service office. On-line payments can be made through the website: www.dremc.com.
Elk River Public Utility District:
Provider of natural gas utility service in Cowan and other areas of Franklin County.
Service requests are handles through the office at 1416 Dinah Shore Boulevard in Winchester, 967-3642.
Bills are due on the 10th of each month and can be paid in person at the Winchester office or by mail to PO Box 970, Tullahoma, TN 37388.

Recreation
Boiling Fork Creek and Park: come enjoy the shady, cool beauty of the city park at Boiling Fork Creek! What was once a major thoroughfare for Cowan's pioneer family's is today a tranquil place for picnics and recreation. The park features a picnic pavilion, charcoal grills, picnic tables, playground equipment, and beautiful scenery! Located on Jackson Street in the Southwest quadrant of town.
Cowan Lions Football Association: two-time harvest bowl champions and one-time runner up! Meets at Cowan Ballfield.
Jogging Trail: a 1/4 mile paved trail immediately behind the Cowan Ballfield.
Recycling
If you live within the Cowan corporation and pay the monthly garbage fee you can participate in the curbside recycling program. Stop by City Hall to add your address to the truck route and to pick up your first batch of "Blue Bags". The recycling truck runs on the 1st and 3rd Wednesday of each month.
If you live outside the corporation, seperate aluminum cans, newspapers, cardboard, and glass from your regular household garbage and place it in the recycling bins at the County Convenience Center on North College Street.
Businesses can recycle by calling the Interlocal Solid Waste Authority at 931-962-9048 to request special bins as well as collection service.
Your support of the local recyling program saves landfill space and reduces the cost of waste removal for the county.
